Hundreds of employees of Prasar Bharati across the country are at the receiving end as their Confidential Report ( CR) forms for the last eight years have mysteriously disappeared from various offices working under Directorate Generals of All India Radio and Doordarshan..
Such a serious negligence, involving highly confidential documents, now rechristened as Annual Appraisal Reports( APRs), had occurred for the first time in any Central Government office of India.
The aggrieved employees, whose number runs over 2,000, belong to Programme and Engineering wings and are presently working at different AIR and Doordarshan Kendras in various states of India. In the absence of mysterious disappearance of their CR forms since 2002, the employees for no fault of theirs, have now been denied promotions and other benefits under newly launched Modified Assured Career Progression ( MACP) scheme.
Well placed sources in the office of Directorate Generals of AIR and DD at New Delhi said this `` grave’’ issue initially came to light in the month of May when senior officers of AIR wanted to consult old CR forms so as to grant the benefit of MACP scheme to promotion- starved Prasar Bharati employees, as has been done in case of other central government employees across the country under the orders of DOPT. However, to their utter surprise and anguish, the CR forms of over 593 Transmission Executives and 126 Programme Executives were missing from S-1(B) and S-VII sections alone, the sources said. Both these administrative wings had also not cared to update their records since 2000, the sources said.
They said when the matter came to the notice of some higher ups, an `` internal enquiry’’ was launched wherein it was further found that CR forms of scores of technical staff like Engineering Assistants were also missing from other wings, stations and offices of AIR, which included the office of Deputy Directorate General NR-I &II. This section looks after sensitive AIR and DD stations and installations located in Jammu and Kashmir, Himachal Pradesh, Punjab and Union Territory of New Delhi.
The sources said in a bid to save skin for their highly ``callous attitude and administrative mismanagement’’, some erring Administrative employees clandestinely asked a number of Doordarshan and AIR Station heads to immediately prepare and compile duplicate and ``hurriedly written CR forms’’ . A notification under number 1/8/2009, S-VII, dated 05-05-2010, issued in the name of Deputy Director (Admn) was immediately issued, wherein all stations of AIR and Doordarshan were asked to locate the `` missing CRs’’ A list of such employees whose CRs stand mysteriously misplaced or were untraced during the past one decade, was also put on departmental website, the sources said.
They said CEO Prasar Bharati and some members of Prasar Bharati Board have taken a serious note of this ``gross negligence’’ and directed DGs of both AIR and DD to immediately sort out the issue by fixing the responsibility and punish the guilty.
